采用單一來(lái)源采購(gòu)方式的原因及說(shuō)明：項(xiàng)目地址位于浦東新區(qū)東靖路，根據(jù)本單位實(shí)際采購(gòu)需求租賃房屋地址需位于高行鎮(zhèn)轄區(qū)內(nèi)，辦公樓需滿足300人需要，不少于120間辦公室，并同時(shí)滿足對(duì)會(huì)務(wù)、用餐等要求。該供應(yīng)商的房屋設(shè)施較全，出行便利。同時(shí)租金和辦公條件符合我單位的采購(gòu)要求，綜合考慮以上因素，同時(shí)根據(jù)《上海市政府采購(gòu)實(shí)施辦法》上海市人民政府令第65號(hào)，第十九條（單一來(lái)源使用情形）第二條“因工作需要，采購(gòu)特定地點(diǎn)辦公用房”的規(guī)定，擬采用單一來(lái)源方式實(shí)施采購(gòu)。

Reason and Explanation：The project is located on Dongjing Road in Pudong New Area. According to the actual procurement needs of our unit, the rental housing address needs to be located within the jurisdiction of Gaoxing Town. The office building needs to meet the needs of 300 people, with no less than 120 offices, and also meet the requirements for conference and dining. The supplier's housing facilities are relatively complete and convenient for travel. At the same time, the rent and office conditions meet the procurement requirements of our unit. Taking into account the above factors, and in accordance with Article 19 (Single Source Use) and Article 2 of the "Implementation Measures for Shanghai Municipal Government Procurement" (Order No. 65 of the Shanghai Municipal People's Government), which states that "due to work needs, the procurement of office space at a specific location", it is proposed to adopt a single source procurement method.
